Authorizes county governments to provide up to $250,000 per year to each charter school located within the county for capital expenses.

Adds charter school funding as an authorized purpose under the county property tax rate limitation of $1.50 per $100 of appraised property value.

Clarifies that county funds provided to charter schools for capital expenses do not constitute state indebtedness and are not secured by state faith, credit, or taxing power.

Effective July 1, 2013.
