Establishes the North Carolina Contamination Source Removal and Disposal Board within the Department of Environment and Natural Resources, composed of 7 members including the Secretary of DENR, private sector experts in waste management and environmental engineering, local government representatives, and attorneys with experience in contamination removal.

Directs the Board and Division of Waste Management to study and develop a pilot program allowing public-private partnerships to remediate pre-1983 landfill sites at little or no cost to the State, with private companies recovering recyclable materials as compensation.

Requires the study to identify at least 9 representative pre-1983 landfills for pilot sites, evaluate feasibility of private remediation contracts, assess compatibility with State public contracting requirements, and review successful remediation programs in other states.

Mandates the Board seek U.S. Environmental Protection Agency approval for the pilot program and submit memoranda of agreement and coordination procedures to EPA by December 31, 2013.

Requires the Board and Department to report findings, recommendations, and any legislative proposals to the Environmental Review Commission and Joint Legislative Commission on Governmental Operations by January 15, 2014.
