Establishes the North Carolina Historical Boilers Licensing Board as a nine-member board with staggered five-year terms to oversee the licensing and inspection of historical steam boilers of riveted construction used for hobby or demonstration purposes.

Requires persons operating historical boilers in public places to obtain a lifetime operator license from the Board after completing a safety program and demonstrating 100 hours of operating experience, with a one-time fee of $50.

Mandates that historical boiler owners obtain a three-year certificate of operation by passing thorough internal and external inspections conducted by the Department of Labor's Boiler Safety Bureau at least once every three years.

Directs the Board to adopt rules establishing inspection criteria, repair standards, hydrostatic and ultrasonic testing procedures, licensing standards, and minimum liability insurance requirements for historical boilers operating in public.

Allows the Board to charge up to $45 per person for attendance at mandatory safety training programs and to establish inspection fees sufficient to reimburse the Department of Labor for inspection costs.
