• Modifies the "cash card system" definition to require that when providing cash payment, the system must capture a photograph of the seller and use an automated cash dispenser such as an ATM.

• Adds a new definition of "copper" as nonferrous metals including copper wire, copper clad steel wire, copper pipe, copper bars, copper sheeting, copper tubing and pipe fittings, and insulated copper wire, excluding brass alloys, bronze alloys, lead, nickel, zinc, and items without significant copper content.

• Incorporates the copper definition into the existing "nonferrous metals" definition in G.S. 66-420(4).

• Effective upon enactment on June 19, 2013.
