Converts certain driving while license revoked (DWLR) offenses from misdemeanors to infractions for persons whose licenses were revoked under G.S. 20-16.5 and who meet specific eligibility criteria regarding timing and reinstatement requirements.

Eliminates mandatory additional license revocation periods (1 year for first offense, 2 years for second, permanent for third) for DWLR violations that qualify as infractions under the new subsection (a1).

Maintains enhanced penalties including additional revocation periods for DWLR offenses involving impaired driving license revocations, ignition interlock violations, or license restrictions under G.S. 20-179.3.

Exempts certain DWLR infractions from being treated as moving violations for purposes of license reinstatement eligibility and motor vehicle offense reporting.

Effective December 1, 2013 for offenses committed on or after that date.
