Requires local boards of education to consider the potential need for future expansion when selecting sites for schools or other school facilities and to acquire sufficient land for such expansion when feasible.

Mandates that new school buildings be designed and sited to permit efficient expansion if needed in the future.

Encourages architects and engineers submitting prototype designs to the State Board of Education's clearinghouse database to incorporate options for future expansion of school facilities.

Effective July 1, 2013, with provisions applying to sites acquired after that date and school facilities designed and sited after that date.
