• Appropriates $10 million annually (2013-2015) for grants to employ and train school resource officers in elementary and middle schools, with 2:1 state-to-local matching funds.

• Appropriates $5 million annually (2013-2015) for grants to hire school psychologists, guidance counselors, and social workers, with 1:1 state-to-local matching funds, and requires school counselors to spend at least 80% of work time providing direct services to students.

• Appropriates $2 million annually (2013-2015) for panic alarm system grants to schools, with systems required to connect to local law enforcement by July 1, 2015.

• Requires all local school districts to conduct system-wide school safety exercises every two years and individual school exercises annually, with law enforcement participation and lockdown drills.

• Mandates school districts prepare schematic diagrams and security keys for school facilities, establish anonymous tip lines for reporting safety threats, and include school safety components in school improvement plans as confidential, non-public information.
