Allows local boards of education to employ armed security guards at elementary, middle, and high schools who meet state law enforcement officer selection and training requirements.

Requires non-law enforcement armed security guard applicants to complete a firearms safety and training course developed by the North Carolina Sheriffs' Education and Training Standards Commission and administered by county sheriff's offices.

Exempts armed security guards who complete the approved firearms training course from obtaining a concealed carry permit requirement under G.S. 14-415.25.

Extends armed security guard provisions to charter schools, regional schools, and private schools subject to the same selection and training requirements.

Becomes effective December 1, 2013.
