Requires public school opening dates to be no earlier than the first Tuesday after Labor Day and closing dates to be no later than the last Friday before Memorial Day, replacing previous August 26 and June 11 date requirements.

Mandates that first semester coursework must conclude and all first semester final examinations must be administered before students' winter break in both public schools and community colleges.

Removes exceptions previously allowing early opening dates (as early as August 19) based on "good cause" findings for schools experiencing closures due to severe weather or emergencies.

Eliminates exemptions that previously allowed schools designated as modified calendar schools as of the 2003-2004 school year to operate under different opening and closing dates.

Applies to community colleges by requiring their boards of trustees to establish institutional calendars ensuring first semester examinations occur before winter break.
