Creates a Joint Legislative Study Commission on the Service Needs of Individuals with Traumatic Brain Injury consisting of 19 members including legislators, medical professionals, TBI survivors, rehabilitation operators, and state agency representatives.

Commission will study existing TBI services and deficiencies, service definitions across federal and state programs, reimbursement rates, accessibility to services and information, screening and assessment procedures, and organizational models for TBI service delivery.

Establishes two cochairs (one from House, one from Senate) to oversee Commission meetings, with members receiving per diem and travel allowances, and access to professional and clerical staff.

Requires Commission to submit a final report with findings, recommendations, and any proposed legislation to the 2014 Regular Session of the General Assembly.

Commission terminates upon filing its final report or upon convening of the 2014 Regular Session, whichever occurs first.
