Removes the 10% annual compensation cap on voluntary contributions to Supplemental Retirement Income Plans for state and local law-enforcement officers.

Clarifies military service credit provisions for retirement system members by defining "qualifying service" under federal reemployment law and limiting such credit to a maximum of five years unless exempted by federal law.

Expands the definition of "membership service" to include service in other North Carolina Retirement Systems that have been transferred into the current system.

Updates the definition of "retirement" across multiple retirement systems to require commencement of monthly benefits and complete separation from employment with no intent to return, and specifies the six-month or one-month separation period requirements.

Creates a new criminal statute for improper receipt of decedent's Disability Income Plan allowance and updates existing fraud statutes to clarify that "beneficiary's death" is grounds for prosecution when benefits are fraudulently received two or more months after death.
