Authorizes the Department of Transportation to enter into partnership agreements with private entities for toll projects under G.S. 136-18(39a).

Changes language from singular "a partnership agreement" to plural "partnership agreements" to allow multiple private partnerships.

Removes the previous pilot project limitation that restricted partnerships to one specific project that met Mobility Fund criteria and had a Request for Qualifications issued by June 30, 2012.

Allows toll partnership agreements to proceed subject to the general requirements of subdivision (39) of the statute.

Effective upon enactment.
