Amends G.S. 20-63(h) to clarify that the Division of Motor Vehicles offices located in Wake, Cumberland, and Mecklenburg Counties can directly issue registration plates, registration certificates, and certificates of title.

Replaces references to specific offices (Charlotte, Fort Bragg, and Raleigh) with a county-based designation to provide more flexible authority for direct issuance.

Maintains the requirement that all other registration transactions outside these three counties shall be issued through commission contracts with private entities and governmental subdivisions whenever practicable.

Preserves existing compensation rates for commission contract transactions: $1.27 for highway use tax collection and $1.43 for other combined transactions.

Becomes effective July 1, 2013.
