Appropriates $1,818,750 for fiscal year 2013-2014 and $1,818,750 for fiscal year 2014-2015 in recurring funds to the Department of Health and Human Services, Division of Medical Assistance for the North Carolina Child Treatment Program.

Funds shall support clinical training and coaching for licensed Medicaid clinicians on evidence-based treatments, maintain a public roster of program graduates to connect clinicians with families, and partner with state and local agencies to provide mental health treatment in juvenile justice and mental health facilities.

Appropriates an additional $250,000 for fiscal year 2013-2014 and $250,000 for fiscal year 2014-2015 in nonrecurring funds to develop a secure database for tracking individual and aggregate-level data with interface capability to existing state agency networks.

Becomes effective July 1, 2013.
