• Bans conditioning grants, tax abatements, or tax credits on requirements that recipients include labor organization agreement terms in construction or property improvement contracts.

• Allows contractors to voluntarily enter into labor organization agreements and permits awards to contractors who are parties to such agreements, provided labor status is not a condition for award.

• Permits exemptions from these requirements only when the state or political subdivision finds special circumstances pose an imminent threat to public health or safety, excluding labor disputes from qualifying as special circumstances.
