Abolishes the North Carolina Advisory Commission on Military Affairs and establishes the North Carolina Military Affairs Commission within the Office of the Governor, with the Department of Commerce responsible for organizational, budgetary, and administrative support.

Commission consists of 21 voting members appointed by the Governor (11 members), Speaker of the House (5 members), and President Pro Tempore of the Senate (5 members), plus nonvoting members from the General Assembly and numerous ex officio state officials and military commanders.

Authorizes Commission to advise state leadership on protecting military installations from encroachment, cooperating with military installations on their missions, supporting military families and veterans, preparing for future Base Realignment and Closure (BRAC) decisions, and promoting defense-related economic development.

Requires Commission to meet at least quarterly and submit reports to the Governor and General Assembly at least every six months, with legislative recommendations submitted before each Regular Session.

Voting members serve two-year terms with initial staggered terms beginning August 1, 2013; Commission chair appointed by Governor from voting members; members receive per diem and reimbursement for travel and subsistence expenses.
