Amends the definition of "retirement" in the North Carolina retirement system to clarify that service as an unpaid volunteer Guardian ad Litem in the Guardian ad Litem Program does not count as service.

Allows retirees to serve as volunteer guardians ad litem without affecting their retirement status or eligibility for retirement allowances.

Maintains existing exceptions that allow retired members to serve on school boards or as unpaid volunteers in local school administrative units without losing retirement benefits.

Becomes effective July 1, 2013.
