Modifies the definition of "minimal cost" for public records reproduction to include personnel costs associated with the time spent copying records.

Defines personnel costs as calculated based on North Carolina's minimum wage under Article 2A of Chapter 95 of the General Statutes.

Allows government agencies to recover costs beyond just the mechanical reproduction expenses when providing copies of public records.

Effective upon becoming law.
