Renames Chapter 126 of the General Statutes from the "State Personnel Act" to the "North Carolina Human Resources Act."

Renames the State Personnel Commission to the "North Carolina Human Resources Commission," the Office of State Personnel to the "North Carolina Office of State Human Resources," and the State Personnel Director to the "Director of the North Carolina Office of State Human Resources."

Directs the Revisor of Statutes to update all references throughout the General Statutes to reflect the new names, affecting over 100 statutes across various state agencies and departments.

Provides that existing terms of State Personnel Commission members continue under the new State Human Resources Commission name, and allows pending actions and business to proceed under the new entity names.

Becomes effective July 1, 2013.
