Establishes the Legislative Study Commission on Water Quality Cost Share consisting of 18 members including legislators, state officials, and representatives from municipalities, counties, engineers, and environmental organizations.

Commission shall study costs and benefits of improving water quality in shared water resources, including wastewater treatment standards and compliance costs for upstream and downstream local governments.

Commission may examine alternative rate structures, treatment programs, and technologies for water quality and wastewater treatment used by state and local governments.

Commission shall submit interim report in 2014 and final report prior to the 2013 Regular Session convening in 2014, then terminate on January 1, 2015, whichever comes first.

Appropriates $50,000 from the General Fund to the Legislative Services Office for fiscal year 2013-2014 to implement the study; effective July 1, 2013.
