Allows individuals with an Individual Taxpayer Identification Number (ITIN) issued by the Internal Revenue Service to obtain a driver's license if they lack a valid social security number and swear under penalty of perjury that they are ineligible to obtain one.

Requires ITIN holders to provide their valid ITIN as an alternative to a social security number when applying for an identification card, learner's permit, or driver's license.

Limits the duration of driver's licenses issued to ITIN holders to a maximum of four years from the date of issuance.

Imposes a fee of $50.00 per year for driver's licenses issued to ITIN holders, compared to the standard fee of $4.00 per year for other applicants.
