Authorizes the Governor or General Assembly to grant up to five days of leave annually to state employees affected by declared states of emergency.

Leave authorization must be included in the executive order or resolution declaring the state of emergency and may include procedures, type of leave, and restrictions on employee eligibility.

Limits total emergency leave to a maximum of two days uncompensated leave, three days compensated leave, or five days total per employee annually.

Emergency leave does not accumulate toward leave balance, does not count against earned leave balance, and is not subject to standard state employee leave provisions under Chapter 126.

Effective upon enactment.
