Creates new Chapter 7C addressing concealment of public hazards in civil litigation involving personal injury, wrongful death, or property damages caused by public hazards.

Prohibits confidentiality agreements in such cases unless a court enters a final protective order after finding the confidentiality agreement serves the public interest.

Requires courts to balance the public's right to information about alleged public health and safety risks against protection of trade secrets and confidential business information when determining public interest.

Allows any interested party to appeal grant or denial of a final protective order to the Court of Appeals, with appellate courts conducting de novo review.

Preserves court authority in other cases and permits confidentiality provisions regarding settlement monetary amounts.
