Creates a Joint Legislative Study Committee on Grandparent Visitation Rights and Child Custody consisting of 10 members (5 senators appointed by the President Pro Tempore and 5 representatives appointed by the Speaker).

Committee shall study North Carolina's current laws on custody, visitation, and grandparent visitation rights, and review comparable legislation from other states.

Committee shall examine circumstances for granting grandparent visitation rights, whether such visitation should be supervised, and the role of custodial parent health in custody determinations.

Committee must submit final report and recommendations to the 2014 Regular Session of the General Assembly prior to its convening, then terminate.

Effective upon becoming law.
