Authorizes the Division of Motor Vehicles to refuse vehicle registration, certificate of title issuance, or transfer of registration if a city notifies DMV that the owner has unpaid parking fines or penalties.

Allows cities to notify DMV when a person fails to pay parking violation fines or penalties imposed under city ordinances.

DMV must continue refusing registration until the city confirms the person either paid the fine, is not the person charged with the offense, or is making good faith efforts to pay despite non-willful failure.

Provides cities an additional enforcement mechanism for collecting parking violation fines beyond existing collection methods.

Becomes effective December 1, 2013, and applies to fines or penalties imposed on or after that date.
