Authorizes the Division of Motor Vehicles to produce a special registration plate for the NC Sportsmen's Caucus (NCSC) bearing the phrase "NC Sportsmen's Caucus" and a logo provided by the Congressional Sportsmen's Foundation.

Sets an additional fee of $30.00 for NCSC plates, with $10.00 directed to the Special Registration Plate Account and $20.00 directed to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications for an NCSC plate before the plate can be developed.

Mandates that quarterly revenue from NCSC plate sales be transferred from the Collegiate and Cultural Attraction Plate Account to the Congressional Sportsmen's Foundation to support protection and advancement of rights for hunters, recreational anglers, shooters, and trappers in North Carolina.

Becomes effective July 1, 2013.
