Amends Article VI, Section 2 of the North Carolina Constitution to prohibit persons adjudicated incompetent from voting unless they have been restored to competency.

Requires a statewide constitutional amendment referendum to be held on November 4, 2014, with ballot language asking voters to approve or reject the incompetency voting restriction.

Amendment becomes effective upon certification by the State Board of Elections and Secretary of State if approved by a majority of voters.

Applies to voting that occurs after the amendment is certified and becomes effective.
