Upgrades criminal penalties for interfering with gas, water, or electric lines and meters from Class 2 misdemeanor to Class 1 misdemeanor for first offenses.

Establishes Class H felony penalties for second or subsequent violations, and Class F felony for violations resulting in significant property damage or public endangerment.

Makes violation resulting in death a Class D felony, unless covered by another statute providing greater punishment.

Expands prohibited conduct to include reconnecting utilities after lawful disconnection and tampering with load management devices (with 2-working-day exception for removal requests).

Increases civil liability from $500 to $5,000 or triple actual losses and damages, whichever is greater, and exempts licensed contractors performing ordinary services.
