• Restricts new electricity transmission line construction to incumbent public utilities, electric membership corporations, joint municipal power agencies, and municipalities that generate or transmit electricity.

• Allows non-incumbent entities to obtain certificates to construct transmission lines solely for interconnecting electric generation facilities.

• Amends G.S. 62-100 to clarify the definition of "public utility" to explicitly include electric membership corporations, joint municipal power agencies, and cities or counties engaged in electricity generation or transmission.

• Effective upon enactment and applies to all certificates of environmental compatibility and public convenience and necessity issued after the effective date.
