Amends G.S. 113A-235 to allow soil and water conservation districts to terminate Conservation Reserve Enhancement Program easements upon written request from a landowner.

Requires landowners seeking termination to reimburse the district for all costs associated with the termination process.

Requires landowners to refund the original purchase price paid by the district plus interest at the federal Civilian Conservation Corps rate specified in 7 C.F.R. § 1410.32(h).

Requires landowners to pay any liquidated damages specified in the easement agreement and notify the county tax assessor of the termination.

Becomes effective upon passage.
