Requires North Carolina community colleges to implement disability services programs compliant with Section 504 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act of 1990.

Mandates that constituent institutions of the University of North Carolina implement similar disability services programs with the same federal compliance requirements.

Requires disability services programs to include opportunities for students to disclose disabilities during application and enrollment, and to develop individualized higher education plans (IHEPs) with disability services coordinators.

IHEPs must address testing/assessments, accommodations and assistive services, academic expectations and completion plans, and communications between coordinators and instructors regarding student needs.

Requires State Board of Community Colleges and Board of Governors to report annually to the Joint Legislative Education Oversight Committee on program participation, accommodation types used, completion rates, and other relevant data, effective beginning the 2013-2014 school year.
