Adds Article 57B to North Carolina General Statutes Chapter 106 to create liability protections for certified commodity producers.

Defines "certified" commodity producers as those complying with USDA good agricultural practices and audited by a USDA-designated third party.

Grants certified commodity producers a rebuttable presumption of non-negligence in cases where death or injury is caused by consumption of their products.

Caps liability for certified, adequately insured commodity producers at $500,000 for claims arising from death or injury caused by consumption of their commodities.

Becomes effective July 1, 2013, and applies to claims arising on or after that date.
