Establishes new teacher salary schedules effective July 1, 2013 (37 steps) and July 1, 2014 (38 steps) with intent to move teacher salaries to national average by 2019-2020, with higher compensation for NBPTS-certified teachers and those with master's/advanced degrees.

Implements school-based administrator (principal and assistant principal) salary schedules for 2013-2014 and 2014-2015 with eight classification levels based on number of teachers supervised, ranging from under 11 teachers to 101+ teachers.

Sets central office administrator (superintendent, assistant superintendent, coordinator, supervisor) salary ranges across seven classification levels for both fiscal years, with 3% salary increases authorized for central office personnel.

Provides 3% annual salary increases for noncertified school employees (permanent, full-time staff supported by General Fund) for fiscal years 2013-2014 and 2014-2015, and pro-rata increases for part-time employees.

Appropriates $214,793,331 for fiscal year 2013-2014 and $436,030,461 for fiscal year 2014-2015 to implement the salary schedule and compensation increase provisions.
