Permits the University of North Carolina School of the Arts to purchase, possess, use, handle, exhibit, and discharge pyrotechnics for theatrical performances, film productions, and other theatrical presentations on property owned or leased by the university without certain legal prohibitions.

Exempts pyrotechnics used by UNC School of the Arts from the training and certification requirements that normally apply to individuals using pyrotechnics in concerts or public exhibitions.

Exempts the university's theatrical pyrotechnics activities from provisions of G.S. 14-413 that impose certain requirements and restrictions on pyrotechnic use.

Applies only to productions directly produced, presented, or sponsored by the UNC School of the Arts on property owned or rented by the institution.

Becomes effective upon enactment.
