Appropriates $100,000,000 for the 2013-2014 fiscal year to reduce the LEA (Local Education Agency) Adjustment, with intent to fully eliminate it by 2015-2016.

Provides $8,000,000 annually for standardized testing (EXPLORE, PLAN, and ACT), $52.6-66.8 million for comprehensive reading initiatives, and $60,000,000 annually for classroom technology during implementation of the Instructional Improvement System.

Allocates funding for teacher support programs including $1.8 million for NC Teacher Corps (250 teachers), $2.5 million for Teach for America (125 teachers), and $11.9 million for induction support in high-need schools.

Appropriates $23,000,000 annually to address school transportation fuel cost gaps and funds for professional development, regional leadership academies, and programs to turn around lowest-achieving schools.

Provides specialized funding for schools serving blind and deaf students, including summer school initiatives, career technical education, technology upgrades, and safety equipment purchases.
