Consolidates the North Carolina Council for Women and the Domestic Violence Commission into a single Commission on Domestic Violence, Sexual Assault, and Displaced Homemakers with 12 members appointed by the Governor, President Pro Tempore of the Senate, and Speaker of the House.

Merges three separate funding sources (Domestic Violence Center Fund, Sexual Assault and Rape Crisis Center Fund, and North Carolina Fund for Displaced Homemakers) into a single Domestic Violence, Sexual Assault, and Displaced Homemakers Fund administered by the Department of Administration.

Establishes the consolidated Commission's powers and duties to assess statewide needs, coordinate services, develop standardized screening and data reporting systems, and approve abuser treatment programs for domestic violence offenders.

Updates statutory references throughout North Carolina law to replace references to the separate councils and commissions with the new consolidated Commission on Domestic Violence, Sexual Assault, and Displaced Homemakers.

Redirects marriage license fees ($30) and divorce filing costs ($75) previously split between separate funds to the consolidated Domestic Violence, Sexual Assault, and Displaced Homemakers Fund to support victim services and assistance programs.
