Denies tax dependency deductions for qualifying children who register to vote at a different residential address than their parent or guardian.

Prohibits vacant lots and business addresses from being used as residential voting addresses unless the person actually uses that location as their sleeping area.

Repeals same-day voter registration (G.S. 163-82.6A) and requires voter registration applications to be submitted 25 days before an election.

Limits early voting ("one-stop" voting) to begin the second Thursday before an election and eliminates satellite early voting sites, requiring voting only at county board of elections offices.

Expands election observer rights to be present and move about voting places before, during, and after polls close, with written procedures required if observers are expelled or restricted.
