Transfers all lobbying registration, enforcement, and administration functions from the Secretary of State to the State Ethics Commission effective July 1, 2013.

Requires lobbyists to register with the Commission instead of the Secretary of State before engaging in lobbying activities, including filing amended registrations and quarterly expenditure reports.

Authorizes the Commission to conduct systematic reviews of lobbying expenditure reports on a regular basis and investigate violations, with apparent violations referred to the district attorney for prosecution.

Changes the Commission's written evaluation of economic interest statements from mandatory ("shall") to discretionary ("may") for non-legislators and non-judicial officers.

Consolidates all lobbying rules, fees, forms, and registration procedures under Commission governance while preserving pending actions, investigations, and prosecutions related to lobbying matters.
