Eliminates the dispute resolution procedure in G.S. 115C-431 that allowed boards of education to appeal county commissioners' decisions regarding school funding and property acquisition costs.

Grants county commissioners sole authority to determine the maximum amount to be spent for school property site acquisitions, removing the previous requirement for mutual agreement between county and school boards.

Establishes that county commissioners have sole authority to determine the adequacy of county funds for operating and capital expenses of local school administrative units.

Removes the requirement that school boards and county commissioners use a formal appeals procedure to settle disagreements over school capital outlay spending.

Takes effect immediately upon enactment and applies to all county appropriations for public schools made on or after that date.
