Repeals G.S. 90-21.5(a), which previously allowed certain exceptions to parental consent requirements for medical treatment of unemancipated minors.

Expands parental consent requirements to include medical treatment for venereal disease, reportable diseases, controlled substance or alcohol abuse, mental illness or emotional disturbance, and pregnancy for unemancipated minors.

Requires written parental or legal guardian consent acknowledged in accordance with Chapter 10B of the General Statutes before physicians can provide these medical services to unemancipated minors.

Modifies G.S. 122C-221(a) to require minors admitted to mental health or substance abuse treatment facilities to comply with the parental consent requirements under G.S. 90-21.7(a).
