• Caps the annual water use reduction requirement at 25% for Greene County (including the Town of Snow Hill), the Town of La Grange, and the Town of Farmville in the Central Coastal Plain Capacity Use Area.

• Prohibits these localities from implementing additional annual water use reductions unless water levels fall below the levels that existed on January 1, 2012.

• Directs the Environmental Management Commission to conduct a detailed assessment of the entire Central Coastal Plain Capacity Use Area, including reevaluation of all zones and potential redelineation.

• Requires the Commission to study whether original evidence supporting water reductions for the specified localities remains valid and to evaluate any new data or evidence they provide.

• Mandates that Greene County, the Town of Snow Hill, all other local governments in Greene County, the Town of La Grange, and the Town of Farmville raise their pumps to the top of the aquifer.
