Exempts North Carolina district court judges, superior court judges, and magistrates with valid concealed handgun permits from the general prohibition on carrying concealed weapons.

Exempts elected clerks of court and registers of deeds with valid concealed handgun permits from the general prohibition on carrying concealed weapons.

Requires judges, magistrates, clerks of court, and registers of deeds to secure weapons in locked compartments when not carrying them and prohibits carrying while consuming or under the influence of alcohol or unlawful controlled substances.

Expands G.S. 14-415.27 to allow judges, magistrates, clerks of court, and registers of deeds with valid concealed handgun permits to carry concealed handguns in areas normally prohibited under G.S. 14-415.11(c), unless prohibited by federal law.
