Establishes a secure online voter registration system administered by the State Board of Elections for North Carolina voters who possess a current valid driver's license or special identification card for non-operators.

Allows eligible voters to register online, change their address, name, or party affiliation through the secure website by submitting their driver's license or social security number information.

Requires the State Board of Elections to verify applicants' driver's license or social security numbers and transfer digital signatures from Division of Motor Vehicles records upon successful verification.

Provides that individuals whose information cannot be verified shall be offered the opportunity to register through standard in-person registration methods.

Designates online registration data and associated electronic information as confidential and not subject to public disclosure under state public records law, effective December 1, 2013.
