• Sets an additional fee of $30.00 for the special plate, with $10.00 directed to the Special Registration Plate Account and $20.00 directed to the Collegiate and Cultural Attraction Plate Account.

• Requires a minimum of 300 applications for the plate before development and production may begin.

• Directs quarterly transfers of money from the Collegiate and Cultural Attraction Plate Account derived from plate sales to the National Law Enforcement Officers Memorial Fund to support the memorial in Washington, DC.
