Establishes G.S. § 14-17.2 making it unlawful to assist another person's suicide by providing means, participating in the act, or helping plan the suicide, with knowledge of the person's intent.

Exempts withholding or withdrawing medical treatment and allows health care professionals to administer pain-relieving medications or procedures even if they may increase death risk, provided the medication or procedure is not intentionally given to cause or assist in causing death.

Authorizes courts to issue injunctions against persons reasonably believed to be assisting suicide, with standing granted to family members, heirs, health care providers, guardians, and public officials with prosecutorial jurisdiction.

Establishes civil liability for compensatory and punitive damages under Chapter 1D of the General Statutes for persons who violate the assisted suicide prohibition, with prevailing plaintiffs entitled to reasonable attorney's fees.

Permits licensing agencies to revoke or suspend licenses of health care professionals convicted of assisted suicide, held in contempt for violating an injunction, or assessed damages under the civil provision; effective December 1, 2013.
