Shortens the Department of Administration's review period for state property dispositions from an indefinite timeline to 60 days upon receipt of an agency's application to sell, lease, or rent state-owned land.

Requires the Department to complete its investigation within 60 days and determine whether the transaction is in the state's best interest, replacing language requiring only "prompt" investigation.

Mandates the Department proceed with the sale, lease, or rental within 30 days of making an affirmative determination, establishing a specific timeframe for moving forward after investigation concludes.

Maintains existing requirements for Governor and Council of State approval of proposed transactions before execution.

Becomes effective October 1, 2013.
