Prohibits local governments from adopting smoking restrictions on local government grounds that are more restrictive than state law, while allowing restrictions in local government buildings and vehicles.

Allows local governments to continue regulating smoking in public places and local buildings, but removes previous authority to regulate smoking on local government grounds beyond state law limits.

Prohibits local community college boards of trustees from adopting tobacco use policies on college grounds or at outdoor college-sponsored events that exceed state law restrictions.

Maintains existing exemptions from smoking restrictions including private residences, private vehicles, tobacco shops, cigar bars, private clubs, and designated smoking guest rooms in lodging establishments.

Becomes effective October 1, 2013.
