NC S705

Amends the North Carolina Constitution to add Section 19.1 restricting eminent domain powers of local government entities with appointed governing bodies.

Requires that when a local government condemnor's governing body is not entirely elected, a majority of the appointed members must be appointed by elected boards before any condemnation action can be filed.

Additionally requires that a majority of all entities making appointments to the local government body must approve initiation of the condemnation action.

Submits the proposed constitutional amendment to voters at the statewide election on November 4, 2014.

Becomes effective upon voter approval and applies to property takings occurring after certification by the State Board of Elections.
