Expands early voting by requiring counties to conduct one-stop voting on the last two Saturdays and last two Sundays (with 6-8 hours on final Saturday) during first primary and general elections in even-numbered years, and requires at least one voting site on or near college campuses in municipalities with 15,000+ population.

Allows same-day voter registration and provisional ballot voting on election day during first primary and general elections in even-numbered years, with registration verified within two business days.

Establishes online voter registration for individuals with current North Carolina driver's licenses or special identification cards, using secure state website with Division of Motor Vehicles verification.

Requires state employees to receive up to 24 hours of paid leave annually to serve as precinct election officials, in addition to existing vacation and sick leave.

Appropriates $390,871 to State Board of Elections for 2013-2014 fiscal year to meet federal Help America Vote Act (HAVA) maintenance of effort requirements and improve elections infrastructure.
