Direct the Department of Transportation to study and evaluate pilot implementation of a 75 miles per hour speed limit on up to four controlled access highways in North Carolina.

Selected highway segments must have an existing crash rate below the statewide average and a current speed limit of 70 miles per hour.

Department must conduct engineering and traffic studies to determine if 75 mph is reasonable and safe, including evaluation of highway safety effects, engineering standards, day/nighttime speed variations, other states' experiences, and driver education needs.

Department shall analyze effects on motor vehicle insurance rates and current state speeding penalty structure, with recommendations for possible revisions.

Department must report findings, recommendations, and a pilot program proposal for up to four identified highway segments to the Joint Legislative Transportation Oversight Committee by January 31, 2014.
